In the first episode he looks at the setting up of Hampshire Constabulary's first SmartWater Zone in Portsmouth. SmartWater is a bit like DNA and is used to mark property in a very unique way. It has had a big effect on deterring criminals in other parts of the UK where it's been used as it can be traced back easily.
